Late last year, J3 Company was awarded a $6.3 million dollar contract by the City of San Antonio. The City council approved the project back in November of 2022 after receiving 3 bids. Construction began in December of 2022. More details on the project is shared below based on
"Project Background After a major rain event in May 2013, several houses within the Slick Ranch Creek north of Marbach Road to the south of the State Highway (SH) 151 neighborhood experienced flooding. As a result of a Preliminary Engineering Report it was identified that many of these properties were in the 100-year floodplain. This project will provide drainage improvements along the Slick Ranch Creek from north of Marbach Road to south of SH 151. Improvements will include channel excavation to lower elevation and channel upgrades to remove 395 properties from the floodplain in this area. Joint-bid SAWS water and CPS Energy gas utility adjustments will also be included as part of this project. Construction is anticipated to begin in December 2022 and is estimated to be completed in November 2023. Procurement of Services On August 5, 2022, this project was advertised as Castleridge_SRC Mitigation, for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the electronic bidding website CivCast. Bids were opened on September 9, 2022, and three bids were received. Of these, J3 Company, LLC submitted the lowest responsive bid. The bid summary is attached. This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal. J3 Company, LLC has committed to meeting the subcontracting participation goals. This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required. ISSUE: This ordinance accepts the lowest responsive bid and awards a construction contract to J3 Company, LLC in the amount of $6,273,049.79, of which $259,440.00 will be reimbursed by San Antonio Water System (SAWS) and $562,250.00 will be reimbursed by CPS Energy for the Castleridge/Slick Ranch Flood Plain Improvement project located in Council District 6. This project will provide drainage improvements along the Slick Ranch Creek from north of Marbach Road to south of SH 151. Improvements will include channel excavation to lower elevation and channel upgrades to remove 395 properties from the floodplain in this area. Jointbid SAWS water and CPS Energy gas utility adjustments will also be included as part of this project. The utility adjustments will consist of relocating the 12-inch water main at the W. Military Drive bridge crossing and installing a half-inch and 2-inch gas main. Construction is anticipated to begin in December 2022 and is estimated to be completed in November 2023."
