KERRVILLE, Texas — Kerr County Commissioners have approved $364,000 in emergency services funding to a company aiding in cleanup efforts following the July 4th flood. The contract with J3 Company covers the heavy equipment and manpower that assisted in the initial cleanup and recovery operations. In a milestone move for local infrastructure, J3 Company has officially begun construction on the De Zavala Road Drainage & Maintenance Project in Shavano Park, Texas. Awarded at the April 28, 2025 city council meeting, the contract is valued at approximately $4.865 million, supported primarily by a $4 million federal earmark (Thanks to Congressman Tony Gonzales), with additional funding from the city’s 2022 bond program.

During its April 28 meeting, Shavano Park City Council voted to award the De Zavala Road Project contract to J3 Company. The overview Presented by Chis Otto, geographic discipline leader for Colliers Engineering and acting Shavano Park city engineer, the discussion went over cost increases, timelines and bidders' work history with the city. “Total bids range from $4.865 million up to $5.6 million, with E-Z Bell being at $5.6 million. J3 and D&D were relatively close to each other at $4.865 and $5.02 million. Our opinion of probable construction costs back in January was $4.345 million, so we are about a half million more than we had anticipated,” Otto said. This price increase was primarily due to the cost of the 54-inch pipe, which was estimated to cost $410 per linear foot, but has been quoted as $732 per linear foot. The South Llano Street Pedestrian Bridge was installed by J3 Company crews on Wednesday, July 17. The completed project provides walkable access between East Creek and East Ufer Streets across Barons Creek in Fredericksburg, Texas. The project was partially funded by a TxDOT grant. This is a TXDot (Texas Department of Transportation) project that is funded with the City of San Antonio that started in March 2024, and is expected to take 19 months to complete. The ground utilities are subcontracted from Boring Under and consist of 16-inch water mains, 8 inch gas mains, 21 inch sewer mains, and storm drains; as well as 10-foot sidewalks in VIA bus shelters. This project was split up into five phases, although the team at J3 came up with a plan to combine phasing to finish ahead of schedule. J3 is currently on Phase 2 step 3. In this step, Badeco gas sub installed 8in gas main. Ram 2 is wrapping up the installation in 21in sewer main and manholes. Ram 2 is completing the installation of a 21-inch sewer main and manholes while preparing to bore a 16-inch water main. SAECO Electric has removed existing traffic signals and installed temporary ones, while J3 dirt crews have completed the widening of both North and South Bound frontage roads. Additionally, J3 concrete crews have installed a 24-inch storm drain, poured driveways, added riprap, and formed and poured a 221-foot rail around columns under the 410 bridge. Overall, the project is moving ahead of schedule. Currently, the J3 team ahead of schedule and within the budget. We are also proud that there has been no safety violations or zero accidents. 3 Company continues to grow! In early October, the J3 team attended an annual training event, organized by the NUCA (National Utility Contractors Association). This event as the NUCA San Antonio Live Trench Training that was sponsored and hosted by HOLT CAT and Texas First Rentals LLC. The training took place at HOLT CAT Campus in San Antonio, Texas. The event, presented in Spanish and English, had all J3 participants go through 10 interactive safety stations covering everything from sloping and benching to confined space entry and emergency response and rescue.
